DESCRIPTION

GENERAL DESCRIPTION / PURPOSE: 

To provide a comprehensive, proactive and effective approach to all employees in relation to training and technical competence to fulfil client requirements.  The role is required to ensure that the organization has the right level of technical competence and the right balance of staff in terms of skills and experience and that training enhances their performance and achieves the business aims.

The primary role of the Training & Competency Assessor is to assess learners’ performance and related knowledge in a range of tasks and to ensure that the competence and/or knowledge demonstrated meets the requirements of the technical rail knowledge and standards required.

The postholder will work collaboratively with the business and support line managers to enable best-in-class training and competence function.

ESSENTIAL POSITION FUNCTIONS:

Functional and Technical Skills

  • Develop and oversee the delivery of the competence management and learner management systems for Loram UK/EMEA in conjunction with the wider HR team. Work with Loram UK assessors to ensure our competency and learner management systems are up to date
  • To assess learners and provide feedback demonstrating a clear understanding of minimum requirements for competence to a high standard, using audio and video technology
  • Implement and administer all assessment and quality assurance procedures across rail specialist disciplines. Support, train and guide learners and develop their skills and abilities to enable them to complete their qualifications.
  • To support, train and guide learners and develop their personal and professional attitudes, skills and abilities with responsibility to ensure successful completion of technical competence.
  • Drive and develop workforce training and competence to meet the needs of the business ensuring continuous improvement at all times
  • Support the operational teams in monitoring and developing training, briefing, competence and development plans for employees, to ensure these are compliant with Loram UK standards, ORR/RSSB/TDLCR and other industry and legislative guidelines
  • Identify training gaps to ensure individuals have the correct competencies for their roles and work with all areas of the business to ensure plans are in place and up to date
  • Keep up to date with any changes to rail standards and implement changes where appropriate including internal policies. Update Loram UK’s training material to meet current national rail industry standards and in line with any new work
  • Actively review units of assessments and update where necessary
  • Undertake any other associated and ad-hoc requests and collaboration with global functions

Compliance

  • To liaise and share good practice with peer Assessors, Internal Quality Advisors, Internal Trainers, Internal Verifiers and HR Manager and to attend regular Progress and Standardisation meetings
  • To act as an Internal Quality Advisor, subject to the necessary training, if appropriate
  • Review any changes related to Industry Standards and other national rail standards that are relevant to Loram UK’s/EMEA operations, and develop and implement any necessary changes to internal operational safety standards
  • Ensure that all Competency management systems are kept up to date for audit and business requirements

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

Education: 

GCSE Maths & English Grade C/4 (or equivalent).

NVQ Level 3 (or equivalent) in relevant mechanical/technical subject.

Assessor Qualification (Level 3 Certificate in Assessing Vocational Achievement, A1, D32) or willing to work towards

Level 4 – Internal Quality Assurance or willing to work towards

Knowledge, Skills and Abilities:

Minimum 3 years’ knowledge of rail fleets and technical understanding of fleet maintenance.

Minimum 2 years’ knowledge and proven record of assessing work in a structured and auditable manner.

Software: Outlook, Teams, Microsoft Office, Competency Management Systems (listed as examples)

PREFERRED QUALIFICATIONS:

Education:     Undergraduate qualification in relevant mechanical/technical subject

Knowledge, Skills and Abilities:

Software: Dayforce, Cornerstone, IFS, SharePoint, OneNote, (listed as examples)

Minimum 2 years’ being able to plan, control and manage various disciplines at any given time.
