GENERAL DESCRIPTION / PURPOSE:
The role is responsible for designing, implementing, and evaluating learning programs that elevate employee capabilities across all organizational levels. This role ensures alignment with Loram’s strategic objectives in the rail infrastructure maintenance and technology sectors. The successful candidate will create a learning culture that integrates safety, operational excellence, and innovation, driving both individual performance and organizational growth
ESSENTIAL JOB FUNCTIONS:
Strategic Learning Program Design
○ Develop a comprehensive learning strategy aligned with Loram’s long-term goals and market positioning.
○ Identify gaps in current capabilities and implement targeted learning initiatives to address critical skill requirements, including technical, safety, leadership, and soft-skills training.
○ Collaborate with senior leadership to define learning goals.
Curriculum Development and Delivery
○ Oversee creation of blended learning solutions (e-learning, virtual sessions, on-the-job coaching, workshops, and classroom training).
○ Ensure content reflects best practices in adult learning theory and technical accuracy pertinent to railroad maintenance, engineering, and global operations.
○ Integrate adult learning principles into all program designs for maximum retention and application in day-to-day roles.
Program Management and Evaluation
○ Establish metrics and benchmarks to evaluate learning effectiveness, ensuring alignment with key performance indicators (KPIs) for productivity, safety, and operational excellence.
○ Conduct regular program assessments, gather feedback, and utilize data-driven approaches to refine content and delivery methods.
○ Maintain oversight of annual training budgets, vendor relationships, and learning management system (LMS) performance.
Leadership and Stakeholder Engagement
○ Provide guidance and coaching to departmental leaders, enabling them to support and sustain ongoing development within their teams.
○ Serve as a trusted advisor to executive leadership on emerging learning trends, relevant compliance requirements, and high-impact development strategies.
○ Drive cross-functional collaboration, ensuring alignment with HR, Safety, Quality, and Operations to address shared priorities.
Talent Development and Succession Planning
○ Partner with HR and senior management to identify high-potential employees and create career pathways that foster professional growth.
○ Implement competency models and career frameworks that map to Loram’s strategic objectives, supporting internal mobility and succession readiness.
Culture and Continuous Improvement
○ Advocate a culture of continuous learning and improvement, incorporating the Blaze Digital Compass (clarity of direction, unified messaging) and StoryBrand methodology into internal communications and program marketing.
○ Stay abreast of industry trends, technological advancements in learning delivery, and adult education practices to sustain Loram’s innovation edge.
EDUCATION:
Bachelor’s degree in Human Resources, Organizational Development, Education, or related field. Master’s degree preferred.
Experience:
○ Minimum 5–7 years of progressive experience in learning and development, instructional design, or organizational development.
○ Demonstrated success managing and scaling L&D programs in industrial, manufacturing, or technical service environments (rail, construction, or related industries a plus).
○ Proficiency with LMS platforms, e-learning authoring tools, and virtual training solutions.
○ Familiarity with adult learning principles, Kirkpatrick Model (or similar) for program evaluation, and competency frameworks.
○ Excellent communication, presentation, and stakeholder engagement abilities.
○ Strong analytical skills to interpret data, measure ROI, and make data-driven recommendations.
○ Proven leadership and team development capabilities.
Certifications (Preferred): CPLP, CPTM, SHRM-CP/SCP, or equivalent.
